Williamstown, Massachusetts operates under an Open Town Meeting–Select Board–Town Manager form of government. This structure blends direct democracy – where residents make key legislative decisions – with professional management to oversee daily operations and deliver Town services efficiently.

Open Town Meeting (Legislative Branch)

All registered voters serve as the Town’s legislative body. Each year, residents gather at Town Meeting to discuss and vote on warrant articles, including the annual budget, local bylaws, and major expenditures. This open forum ensures that community members have a direct voice in shaping local policy.

Select Board (Executive Leadership)

The five-member Select Board is elected by voters to serve staggered three-year terms. Acting as the Town’s executive leadership, the Board sets overall policy, appoints the Town Manager, and signs the warrants for Town Meeting.

Town Manager (Chief Administrative Officer)

Appointed by the Select Board, the Town Manager oversees the day-to-day operations of municipal departments, implements policies approved by Town Meeting, and prepares the annual budget.

Boards and Committees (Community Governance)

Volunteer boards and committees play an essential role in Town governance. For example, the Finance Committee reviews the proposed annual budget and makes recommendations to Town Meeting, while the Planning Board oversees long-term land use planning, zoning bylaws, and implementation of the Town’s master plan.
